On the evening of July 28, 2022, AHRMA’s Board of Trustees met via video conference for the final review and vote on rule change proposals for the 2023 racing season.

Brian Larrabure, 2022 Chair, called the meeting to order at 4:10pm Eastern, and asked Cindy to take role.

Absent: Arthur Kowitz

Other guests: Craig Grantham (ED), Cindy McLean (Reporter)

Jim Korn lost internet connectivity about half way through the meeting and was unable to rejoin.

The votes recorded below are votes for/against the proposed change; If “yes”, the final vote is in favor of the proposal, if “no”, the final vote is against the proposal. If the vote is anything other than “yes” or “no”, a note regarding the motion and what was voted on is included in “Discussion”. Discussion may also include commentary regarding the final board decision.

Underlined wording would be new for the 2023 Handbook, a strike-through indicates wording proposed to be removed and will no longer appear in future handbooks.

There were 4 groupings of rules proposals which were dealt with as follows:

Rule Change Proposals with Unanimous Consent – Accept: The board was unanimous in their agreement with the committee’s recommendation to approve, and there were no member comments. Brian Larrabure proposed to approve these rule change proposals as a block.
Luke Sayer motioned to vote, Kelly Shane seconded, the proposal was unanimously approved (11 yes / 0 no). These RCPs were accepted.

Rule Change Proposals with Unanimous Consent – Reject: The board was unanimous in their agreement with the committee’s recommendation to reject, and there were no member comments. Brian Larrabure proposed to reject these rule change proposals as a block.
David Rutherford motioned to vote, Rob Poole seconded, the proposal was unanimously approved. (11 yes / 0 no). These RCPs were rejected.

Rule Change Proposals with Comments: For each Rule Change Proposal that had member comments associated, the comments were either read or summarized for the rule in question, and then votes taken. In some cases, justification was documented and is included in the “Discussion” portion of the Final RCP vote tally.

Rule Change Proposals with Split Decisions or No Unanimous Consent: Brian Larrabure proposed to accept votes for these rules as a block from the June Board meeting. Albert Newmann asked that 6599 (Trials section 13.1.11) be voted on separately.
David Rutherford motioned that the board vote to approve the votes as they stood from the preliminary vote, including the votes of any trustee absent from the proceedings. Rob Poole seconded, the proposal was unanimously approved. (11 yes / 0 no). The RCPs in question will have each RCP either approved or rejected according to the June votes.

At 6:30pm, Luke Sayer made the motion to adjourn and Kelly Shane seconded. All in favor, meeting adjourned.

Oil containment pans on wet- sump engines must be designed to hold the capacity of the engine sump with nominal reserve. Material used must be durable, fastened safely, and removable for inspection, if required. All Four-Stroke powered machines fitted with split or two-piece fairings must be fitted with an internal oil containment system. The pan must have a retaining dam at the rear. Two-stroke machines do not need oil containment. Dry-sump machines must use a pan with a minimum capacity of one quart, or approved oil-absorbing material covered with an impermeable layer of material and a screen backing and fastened securely. Aluminum sub-frame and swingarm are allowed. Motorcycles equipped with an aluminum main frame are not allowed.

Next Gen 1 Class Machines will have white number plate background with black numbers.

Next Gen 1 machines are not eligible to compete in Post Vintage Age classes, Post Vintage Women’s classes, or any Post Vintage Novice class.
